Reviewing DCMS' DTT CBA
In this paper for ETV, Robert Kenny critiques DCMS' preliminary CBA for the transition from DTT to IPTV in either 2034 or 2044.
DCMS emphasise that their CBA is preliminary. Bringing its approach into line with Treasury Green Book standards will show both a much higher benefit from the early release of spectrum enabled by a 2034 transition, and a lower assessed cost for broadband for households not online.
In combination with the various unquantified factors (which heavily favour an earlier transition), this suggests the final CBA will show an appreciable advantage for a 2034 transition.
